Carroll says Kaepernick a starter, just not with Seahawks

RENTON, Wash. (AP) — Pete Carroll saw Colin Kaepernick’s rise as a starting quarterback firsthand and the Seattle Seahawks coach still believes Kaepernick is capable of being a starter.
